At the Socialist Congress to be held on May 19th, an addition to the party's structure concerning policy will be proposed. It is suggested that in between the times when randomly selected policy groups formulate policy, Policy Committees (málefnanefndir) work to introduce the policy, initiate discussion about the policy area, gather knowledge and experience for the party, and subsequently prepare for the revision of the policy.
It is proposed that a new paragraph be inserted into the party's structure (the middle paragraph, italicized here) in the section on policy groups and the Policy Board (Málefnastjórn):
Policy Groups,Policy Committeesand the Policy Board
To support the party's policy formulation, the Policy Board operates, and it is responsible for the implementation of policy formulation work between Socialist Congresses and on their behalf. The Policy Board appoints randomly selected groups of members ("Policy Groups") who draft policies in specific policy areas. The Policy Board shall support the work of the Policy Groups with advice and action and strive to ensure good working practices and quality outcomes from their work.
Once a policy has been approved, seven-member Policy Committees shall be formed for each policy area. The committees consist of three representatives from randomly selected policy groups and four representatives chosen at the Socialist Congress or membership meetings. The role of the Policy Committees is to maintain discussion about the respective policy area within the party, organize meetings on the policy area, present the policy externally, and prepare for its revision by a new randomly selected policy group by gathering experience and knowledge for the party related to the respective policy area. Policy Committees shall elect a chairperson, secretary, and spokesperson, if deemed necessary.
The election of the Policy Board takes place at the Socialist Congress. It shall consist of 9 main members and 4 alternates. The board distributes tasks among itself and shall appoint a chairperson, vice-chairperson, and secretary. The chairperson convenes meetings. The Executive Board (Framkvæmdastjórn) shall assist the Policy Board as needed but shall not interfere with its work beyond what is approved at the Socialist Congress.
