New laws and organization of Sósíalistaflokkurinn


At the Sósíalistaþing, new laws and organization were approved, which the party will operate under. Both the laws and the organization aim to promote democracy, transparency, and decentralization of power in the party's work.

Newly approved laws of Sósíalistaflokkur Íslands:Art. 1.The association is named Sósíalistaflokkur Íslands.

Art. 2.The association's domicile and legal venue is at Fáfnisnesi 3, 101 Reykjavík.

Art. 3.The purpose of the association is to operate a socialist political organization which works towards the public gaining control over all major institutions of society, improving the living standards of wage earners and pensioners, promoting freedom, equality, equal rights, human dignity, and solidarity in society, and fulfilling responsibility towards the ecosystem and the Earth's resources that fall to future generations.

Art. 4.The association intends to achieve its purpose by promoting socialist awareness and discourse, working with oppressed groups of the public, and seeking influence within society's institutions as far as possible.

Art. 5.All citizens are welcome to join the party, regardless of gender, origin, religion, or sexual orientation, subject to the authority of Samviska to expel from the party as further stipulated in Skipulag.

Art. 6.The supreme authority of Sósíalistaflokkur Íslands in the formulation and implementation of political policy is Sósíalistaþing, as further stipulated in Skipulag.

Art. 7.The association's operating period is the calendar year. At the Aðalfundur, which is held annually at Sósíalistaþing, the results of the past year shall be accounted for.

Sósíalistaþing is authorized to convene an Aukaaðalfundur according to the provisions in Skipulag and it has the same authority as the Aðalfundur.

Art. 8.The Aðalfundur shall be held annually and shall be convened with at least two weeks' notice in a verifiable manner. The Aðalfundur is legally constituted if properly convened.

Only members have the right to participate in the proceedings of the Aðalfundur. A simple majority of attending members decides matters.

The agenda for the Aðalfundur shall be as follows: 1. Election of chairman and secretary of the meeting. 2. Report of the Framkvæmdastjórn presented. 3. Accounts presented for approval. 3. Amendments to the laws. 4. Determination of membership fee. 5. Election of the Framkvæmdastjórn and other boards as stipulated in Skipulag. 7. Other matters.

Art. 9.The Framkvæmdastjórn shall consist of 9 members and 4 alternates. The Framkvæmdastjórn distributes tasks among itself and shall elect from its ranks a chairman, vice-chairman, secretary, and treasurer. The chairman convenes meetings. The signing authority is held by the majority of the board.

The convening and organization of the Aðalfundur is the responsibility of the Framkvæmdastjórn. The Framkvæmdastjórn, like other party institutions, operates under the mandate of Sósíalistaþing regarding the formulation and implementation of political policy.

The Framkvæmdastjórn is responsible for the daily operations of the party, oversees the website and promotional matters, manages the party's finances, maintains the membership register, and shall collect minutes and other documents regarding the party's decisions and activities between Aðalfundur meetings. The Framkvæmdastjórn is authorized to call upon the assistance of members and others in solving individual tasks as needed.

The Framkvæmdastjórn is responsible for ensuring that the party's activities comply with the Lög and Skipulag and is authorized to resolve disputes regarding decisions of other party institutions (as described in Skipulag) in accordance with the Lög and Skipulag. Decisions of the Framkvæmdastjórn may always be appealed to Samviska as stipulated in Skipulag.

Skipulag of Sósíalistaflokkur Íslands

Sósíalistaflokkur Íslands aims to be a powerful mass movement of the public and actively participate in its struggle for freedom, equality, equal rights, and human dignity in all areas of society. The purpose of the following Skipulag is to promote democracy, transparency, and decentralization of power in the party's work so that it becomes both powerful and worthy of its goals. No political movement is immune to problems such as clique formation, secrecy, and concentration of power, and the Skipulag is also intended to curb them.

Equality shall always be a guiding principle in the party's work, whether in the work of boards or in the implementation of random selection, and randomly selected groups shall be composed equally of genders. The Skipulag has the status of party laws.

Sósíalistaþing

Sósíalistaþing determines the political policy of Sósíalistaflokkur Íslands based on proposals from Málefna-hópar, and other party institutions derive their mandate from it regarding policy formulation and implementation. A majority of votes cast at Sósíalistaþing decides matters, and attending members have voting rights.

Sósíalistaþing shall be held at least annually and is simultaneously the venue for the annual Aðalfundur, as described in the Lög. Sósíalistaþing can decide to postpone the continuation of Aðalfundur activities until a specified date in the operating year as often as deemed necessary.

Sósíalistaþing is authorized to arrange an open agenda, invite speakers from outside the party to address the meeting, and utilize other opportunities to make Sósíalistaþing a public event that draws attention to the activities of Sósíalistaflokkurinn.

Generally, the Framkvæmdastjórn shall be responsible for the execution of Sósíalistaþing (convening, promotion, provision of premises, agenda setting, etc.) but Málefna-stjórn, Félagastjórn, and Samviska are also authorized to convene Sósíalistaþing on their own initiative if there is cause, and in that case, the Framkvæmdastjórn shall assist them.

As specified in the laws, Sósíalistaþing can convene an Aukaaðalfundur, and the rules of the Aðalfundur then apply to it.

Málefna-hópar and Málefna-stjórn

To support the party's policy formulation, the Málefna-stjórn operates, and it is responsible for the implementation of policy formulation work between Sósíalistaþing meetings and under its mandate. The Málefna-stjórn appoints randomly selected groups of members ("Málefnahópar") who prepare policy drafts in specific policy areas. The Málefna-stjórn shall support the work of Málefna-hópar with advice and action and strive to ensure good working practices and quality outcomes from their work.

The election of the Málefna-stjórn takes place at Sósíalistaþing. It shall consist of 9 main members and 4 alternates. The board distributes tasks among itself and shall appoint a chairman, vice-chairman, and secretary. The chairman convenes meetings. The Framkvæmdastjórn shall assist the Málefna-stjórn as needed but shall not interfere with its work beyond what is approved at Sósíalistaþing.

Sellur and Félagastjórn

Sósíalistaflokkur Íslands strives to maintain the strongest possible ties with its members and support them in regular activity and responsible tasks within the party. To fulfill this role, Sósíalistaþing appoints the Félagastjórn.

The Félagastjórn operates "Sellur" which members in a specific residential area automatically belong to. The Félagastjórn activates, supports, and shapes the work of the Sellur as needed. The Sellur strengthen the party's ties with members and their local communities and shall strive to hold regular meetings and particularly welcome new members there. Sellur shall also seek ways to recruit new members.

It is permitted to refer questions concerning the party's decisions to the Sellur.

The Framkvæmdastjórn shall provide the Félagastjórn access to the membership register and regularly inform it about the registration of new members.

The Félagastjórn is elected at Sósíalistaþing and shall consist of 9 main members and 4 alternates. It distributes tasks among itself but shall include a chairman, vice-chairman, and secretary. Sósíalistaþing can decide to allocate funds to the Félagastjórn to cover expenses such as meeting room rental and refreshments. The Félagastjórn shall then appoint a treasurer, who shall submit financial statements to the treasurer of the Framkvæmdastjórn.

Samviska

Sósíalistaþing shall appoint a randomly selected committee of members, Samviska, which has the role of promoting discussion and awareness of members' rights and duties, good working practices, good communication, respect for individuals, and equality among individuals in the party's work, in addition to resolving disputes that may arise and fall outside the scope of the Framkvæmdastjórn. Such matters may, for example, concern alleged misconduct of board members in office or alleged inappropriate behavior of a member towards other members or in a public forum.

Samviska is authorized to initiate dialogue with members about its work, purpose, and standards and can submit drafts of a Code of Ethics for approval at Sósíalistaþing. Otherwise, Samviska shall use the Lög, Skipulag, and other written resolutions of the party as a reference in its decisions but shall also be guided by fairness, proportionality, and common sense. Its decisions shall be supported by objective considerations.

Samviska is authorized to seek opinions from experts and seek examples from elsewhere on how best to achieve its goals and ensure successful resolution of disputes.

Samviska may, as appropriate, apply the following remedies:

  • Towards members of the Framkvæmdastjórn, Málefna-stjórn, Málefna-hópar, Félagastjórn, and Kjörnefnd: Issue a written warning, remove from office, and/or expel from the party.
  • Towards members: Issue a written warning and/or expel from the party.

Generally, members shall not be expelled from the party unless at least one warning has been issued.

30 committee members shall be elected to Samviska, and its meetings shall be considered legally constituted with 10 of them present.

Candidacy, elected representatives, and Kjörnefnd

The decision regarding the candidacy of Sósíalistaflokkurinn for parliament or municipal councils shall be made by Sósíalistaþing or with its clear mandate. A Kjörnefnd composed of randomly selected members shall then commence its work, which is responsible for list formation, election management, and subsequently the party's communication with elected representatives. 30 committee members shall be appointed to the Kjörnefnd. Meetings are considered legally constituted if 10 of them are present.

The Kjörnefnd shall approve a more detailed implementation of its procedures for list formation and communication with candidates. The Kjörnefnd is authorized to establish election committees in individual constituencies or municipalities, and these shall report to it. The Kjörnefnd is authorized to appoint an external individual as election manager.

Eligibility for board membership

A member may at any time only serve on one elected board (Framkvæmdastjórn, Félagastjórn, or Málefna-stjórn). A member's service on an elected board does not preclude them from serving on a randomly selected board (for example, Samviska, Kjörnefnd, or Málefna-hópar). Nor does service on one randomly selected committee preclude service on another randomly selected committee. However, a committee member in Samviska shall recuse themselves from discussions concerning a dispute to which they are a party, and Samviska shall decide whether it is necessary for the individual to withdraw entirely from the committee.
