To ensure that the basic needs of all municipal residents are met, general welfare becomes a reality for all, that everyone lives with dignity and other human rights are respected in line with the foremost provisions of Icelandic law and international obligations. Specifically, the safety of children is ensured and that decisions are made in accordance with their welfare.

That the youngest children are provided with conditions to develop and thrive with their family and later with peers and friends.

To prioritize the needs and voice of social service users and increase all accessible welfare services.

That everyone has a voice that matters in society. That residents of municipalities will be empowered to have more influence. That consultation groups of local authorities with randomly selected individuals will be offered. Special attention will be paid to the autonomy of residents in districts of large municipalities.

To ensure the rights of residents to a healthy environment and promote environmental awareness.

To protect companies owned by municipalities; ensuring that companies serving the residents of the municipalities are not sold, and that accountability and transparency are increased in the administration and operation of companies owned by municipalities.

That municipalities make an effort in the implementation of administrative law and information law in their operations and increase the transparency of their work. Municipal and town mayors and the city mayor should be professionals and not political leaders. Ways should be sought to ensure democratic participation of residents and a proper chain of accountability and transparency in the work of companies owned by municipalities; even with the establishment of a new administrative level.

That municipalities work for the benefit of individuals and families and specifically nurture the well-being of those who are in a vulnerable position and have fewer resources in life, such as disabled people, elderly people, immigrants, and low-wage earners.

That children and young people are guaranteed appropriate education and that funding is ensured so that the school and students' learning materials are free of charge. The strictest requirements for equality in school work, the health and welfare of children, literacy and creativity must be enforced, and their demands for democracy and human rights fully respected.

That municipalities prepare realistic subsistence standards for those who require subsistence and support from municipalities, so that individuals and families are ensured a secure subsistence.

That everyone has a right to good housing. Municipalities shall be obliged to meet the needs of residents for social housing. Socially run rental companies and individuals shall have priority in the allocation of plots, and municipalities shall support housing development on social grounds. That housing options within municipalities shall be increased and strict rules shall be set regarding the operation of rental companies. A cap shall be placed on rental prices.

That municipalities abandon their low-wage policy, eliminate it completely, and become a leading model in the labor market regarding wages, working hours, and other terms of employment for staff.

Transportation should aim to serve the residents of municipalities, especially those with lower incomes. As much as possible, the capital area and larger municipalities should move away from being car-dependent cities. New neighborhoods must include good public transport as part of their infrastructure.

That all municipalities take joint responsibility in the affairs of people in the country and ensure equality for residents, municipalities, and regions. Cooperation between municipalities will be increased and there will be consistency in their fee collection so that "tax havens" do not form.
